Some fat guys develop gynecomastia which can be humiliating, many of these individuals go the extra mile to swim clothed, which also saves us having to see them, good for them. The issue of oils/other contaminants on clothing can be an issue but if they do have that second set just for swimming good for them, it can actually be more beneficial as many people dont use lotions and oils on those covered parts of the body which can even result in less particles accumulating in the pool and filters.
